Hardlines Design Company (HDC) developed Historic Properties Management Plans (HPMP) for six lock and dam facilities located along the Ohio River in Ohio and West Virginia and controlled by the United States Army Corps of Engineers, Huntington District. The six facilities include: London, Racine, Belleville, Robert C. Byrd, Marmet, and Winfield Locks and Dams. The HPMPs covered an area 200 feet on all sides of the normal navigational pool for each facility. Each HPMP provided a compilation of known cultural resources within and immediately adjacent to the study area, created predictive archaeological site location models, and presented recommended treatments of the known historic properties within the study area and testing of the predictive models.
